POSITION SUMMARY:

The Licensure Specialist is responsible for supporting the licensure process for all professional level instructional staff within Harrisonburg City Public Schools.  This position is an individual contributor within the Human Resources Office and typically collaborates with leadership, staff and candidates.  The Licensure Specialist maintains an effective level of teacher licensure knowledge which impacts the acquisition and retention of top instructional and leadership talent, and positions HCPS as the employer of choice.

 

QUALIFICATIONS:

  1. Associate’s degree in related field or equivalent training and experience.
  2. At least two years of human resources experience preferred.
  3. Working knowledge of licensure policies and procedures for public school instructional and leadership staff.
  4. Ability to maintain records and prepare reports.
  5. Effectively demonstrates the ability to perform the essential functions.
  6. Experience working directly with individuals and families from diverse racial, ethnic, and socioeconomic backgrounds.
  7. Familiarity with equity and inclusion frameworks.  Models non-discriminatory practices in all activities.  Respects the worth, dignity and individual differences of others.
  8. Excellent written and verbal communication skills and the ability to present to diverse audiences to foster professional relationships and express and/or exchange ideas.  
  9. Excellent interpersonal skills.
  10. Proficiency in the use of a variety of office/instructional equipment and technology with experience using Microsoft Office, Google Workspace, and email.
  11. Demonstrated leadership qualities and personal characteristics necessary for working effectively with students, teachers, administrators, and the community.

 

ESSENTIAL FUNCTIONS:

  1. Receives, reviews and processes license renewal applications, official college/university transcripts, verification of experience forms, and related documents.
  2. Conducts activities related to licensure to ensure that professional instructional employees are in compliance with the VDOE’s licensure regulations.
  3. Reviews applicant information and transcripts to assess an applicant's ability to obtain a Virginia teaching license and appropriate required endorsement(s).
  4. Serves as a secondary contact person and division resource for HCPS employees’ questions and guidance needed on licensure (including Praxis II, VCLA and School Leaders Licensure Assessment) and endorsements.
  5. Communicates licensure regulations, procedures, and deadlines to instructional staff and leaders.
  6. Collaborates with the Director of Human Resources to ensure appropriate tracking of all licensure activity and timely completion of state reports (i.e., IPAL and Title I reporting).
  7. Maintains records, compiles information, and submits forms related to initial licensure and license renewal. 
  8. Coordinates with applicants, staff and VDOE to ensure timely and efficient license acquisition and/or renewal.
  9. Performs other related duties as assigned.
  10. Takes all industry standard precautions to protect students, staff, equipment, materials, and facilities.
  11. Maintains appropriate state licensure; assumes responsibility for and participates in staff development (professional growth) and training to keep materials, supplies, and skills up-to-date.
  12. Follows appropriate safety procedures and properly maintains equipment.
  13. Actively participates in and attends all required meetings.
  14. Maintains confidentiality when appropriate.
  15. Complies with and supports school division policies, regulations, procedures, and the HCPS Strategic Plan.
  16. Effectively performs other duties as assigned by the immediate supervisor.

 

PHYSICAL DEMANDS / WORK ENVIRONMENT:

Light work, lifting up to 25 pounds occasionally, and/or up to 10 pounds frequently.  Regular travel throughout the school and effectively interact with students, staff, and the school community.  Regular contact with staff members is required.  Not substantially exposed to adverse environmental conditions.

 

EVALUATION:

Performance will be evaluated in accordance with school board policy and administrative regulations on the evaluation of administrative or licensed personnel.

 

 

Vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities; and subject to inside and outside environmental conditions.
