POSITION SUMMARY:

Provide fiduciary oversight of all fiscal functions and collaborate with stakeholders to ensure students and staff have the fiscal resources needed to attain a world class education. 

 

QUALIFICATIONS:

  1. Graduate of an accredited college/university to include an advanced degree in Accounting, Finance, Business Administration, or related field preferred.
  2. Demonstrated successful leadership experience in finance and finance experience in public school (K-12) setting preferred.
  3. Knowledge of the principles and practices related to accounting, auditing, budgeting, payroll, procurement, and general bookkeeping. 
  4. Outstanding human relation skills and possess essential organizational talents to ensure division compliance with federal, state, and local laws, regulations, and policies.
  5. Proficiency in public speaking and written communication to express and/or exchange ideas.
  6. Proficiency in the use of a variety of office machines including computers with experience in Microsoft Office, email, and accounting software applications.
  7. Emotionally mature, objective, and sensitive to people and their concerns. Able to handle responsibility, work independently, and maintain collaborative working relationships with students, families and co-workers.
  8. Effectively demonstrates the ability to perform the essential functions.
  9. Experience working directly with individuals and families from diverse racial, ethnic, and socioeconomic backgrounds.
  10. Familiarity with equity and inclusion frameworks.  Models non-discriminatory practices in all activities.  Respects the worth, dignity and individual differences of others.

ESSENTIAL FUNCTIONS:

  1. Identifies, verifies, records, and communicates economic information about the school division in order to permit informed judgments by users of the information.
  2. Collects individual school/department budget requests for planning purposes and combines these requests into a divisional budget request for consideration by the superintendent.
  3. Provides assistance to the superintendent in the preparation and monitoring of the annual school budget.
  4. Assists the superintendent, principals, and staff members in keeping budget requests/needs within available resources.
  5. Assigns all expenditures and revenues to the proper account and category and assures that funds are available within the category to cover the expenditures.
  6. Prepares supplemental appropriations throughout the year for new local, state, and federal grants as well as supplement funds received by the school division. 
  7. Maintains property accounting programs to include inventory, depreciation, facilities, equipment, supplies, and disposal.
  8. Prepares and maintains all transactions affecting the custodianship and disposition of monies involving the school budget.
  9. Works with the payroll department to ensure staff are paid correctly, taxes are paid in a timely fashion, and all other payroll deductions and employee benefits are properly recorded.
  10. Works with accounts payable department to ensure vendors are paid in a timely manner.
  11. Approves payment of warrant registers with input from finance staff.
  12. Manages insurance programs and portfolios and interacts with insurance brokers agents.
  13. Prepares the annual school report financial section and other state/federal financial reporting requirements.
  14. Works with division staff to ensure compliance with fiscal policies, regulations, and procedures. 
  15. Monitors the use of school activity funds throughout the division.
  16. Arranges for the auditing of school and division accounts.
  17. Ensures proper internal controls are in place to mitigate the opportunity for fraud. 
  18. Manages revenue in accordance with federal, state, and local statutes and regulations.
  19. Works closely with the human resource department to ensure expenditures for staffing and employee benefits are within budgeted thresholds. 
  20. Checks ledger sheets monthly to assure accurate and current postings and report status of revenues and expenditures to the superintendent and School Board monthly.
  21. Provides leadership in developing and maintaining purchasing policies and procedures and monitors purchasing to assure compliance with local and state regulations and statutes.
  22. Serves as liaison between the school board and city treasurer/auditor and with the State Department of Education regarding budget matters.
  23. Supervises and evaluates the finance, accounts payable, and payroll department staff.
  24. Serves as fiscal agent of the school board as prescribed by state law and school board policy.
  25. Actively participates as a member of the Superintendent’s Cabinet.
  26. Holds deep knowledge and understanding of financial laws and risk management practices. 
  27. Attends school board meetings and provides reports on the status of programs and services in areas of primary functions.
  28. Assumes responsibility for and participates in staff development (professional growth) and training to keep materials, supplies, and skills up-to-date.
  29. Follows appropriate safety procedures and properly maintains equipment.
  30. Has knowledge and understanding of data analysis and forecasting methods that may be used to strategize and solve problems. 
  31. Responds to telephone, email and in-person requests, inquiries and questions in a professional, polite and responsive manner.
  32. Demonstrates good attendance and punctuality.
  33. Attends all required meetings.
  34. Maintains confidentiality in all matters.

  37. Performs other duties as assigned by the Superintendent of Schools.
  38. Takes all industry standard precautions to protect students, staff, equipment, materials, and facilities.
  39. Maintains appropriate state licensure; assumes responsibility for and participates in staff development (professional growth) and training to keep materials, supplies, and skills up-to-date.
  40. Follows appropriate safety procedures and properly maintains equipment.
  41. Actively participates in and attends all required meetings.
  42. Maintains confidentiality when appropriate.
  43. Complies with and supports school division policies, regulations, procedures, and the HCPS Strategic Plan.
  44. Effectively performs other duties as assigned by the immediate supervisor.

 

PHYSICAL DEMANDS / WORK ENVIRONMENT:

Light work, lifting up to 25 pounds occasionally, and/or up to 10 pounds frequently.  Regular travel throughout the school and effectively interact with students, staff, and the school community.  Regular contact with staff members is required.  Not substantially exposed to adverse environmental conditions.

 

EVALUATION:

Performance will be evaluated in accordance with school board policy and administrative regulations on the evaluation of administrative or licensed personnel.
